【目的】 研究编辑部流程管控中存在的突出问题,探讨当前学术期刊高质量发展路径。【方法】 针对编辑部工作流程的主要环节,对4家编辑部的8位编辑进行深度访谈。【结果】 学术期刊编辑部的工作流程虽经过适应性改造,但在初审、复审、外审、终审、校对、传播等主要环节上仍存在较多问题,如选稿质量参差不齐,把控不全面、不严谨、不仔细,专家匹配难度大、评审意见不到位,编辑工作和校对工作的流程不独立、职责不明确等。造成这些问题的原因是多方面的,如历史遗留因素、办刊经费有限、编辑部制度不完善、权力层级的秩序性约束、管理者多重身份下顾此失彼等。【结论】 编辑部要从公开工作流程、建立专家数据库、创新传播方式等角度加强流程管控。
[Purposes] This paper aims to study prominent problems in workflow management at editorial offices and promote the progress of high-quality development of journals in China. [Methods] Being specific to the main progress in the workflow, in-depth interviews were employed with eight editors from four editorial offices. [Findings] Despite adaptive improvement on the workflow, issues exist in the main sections like preliminary examination, review, anonymous peer review, final judgement, proofreading, and dissemination. Great variance in the quality of submission, incomplete review, difficulty in matching reviewers, irresponsible feedbacks, and overlap between editors and proofreaders are examples. Among the manifold causes, historical factors, limited funding, inadequate system, restriction in the chain of power, multiple identities of directors are noticeable. [Conclusions] Steps like making workflow open to the public, setting up database of experts, and creating new mode of transmission should be taken from now on to optimize the operations and reinforce control in workflow.
