摘要:

【目的】总结Open Access(OA)2020战略背景下欧洲开放获取运动发展新趋势,探索开放获取期刊出版现状以及存在的问题,为我国开放获取期刊发展提供参照。【方法】整理第十二届欧洲学术出版会议的资料和交流情况,分析内容,研究文献。【结果】阐述了当前国际开放获取运动发展状况以及欧洲开放获取期刊出版目前存在的问题。【结论】OA2020战略的提出以及实施切实推动了开放获取运动的发展,促进了开放获取期刊的繁荣,但是同时也存在出版商缺乏原生动力、开放存取期刊面临信任危机、缺少资金的领域和机构难以实现开放获取等问题。

Abstract:

[Purposes] The paper aims to analyze the development trend of open access campaign in Europe in the background of OA2020, explore the current situation and problems of the open access journal publishing, and provide reference for the development of open access journals in China, by reviewing the presentations in the 12 th Academic Publishing in Europe Conference. [Methods] Data of the 12 th Academic Publishing in Europe were reviewed and analyzed, and documents were researched. [Findings] The current situation of international open access campaign has been described. Specifically, issues of open access journal publishing in Europe have been presented in detail. [Conclusions] The presentation and implementation of the OA2020 has accelerated the progress of the open access and promoted the development of it. Meanwhile, open access journal publishing still has many barriers to overcome, such as lack of internal motivation from publishers, trust crisis of open access journals and unrealized open access of the areas and institutions which lack of funds.
