[Purposes] The study aims to enhance international competitiveness of domestic academic publishing based on public interests against the backdrop of the development of internet plus. [Methods] In light of public interests, the concern of current publishing system and the neglect by academic funding system were reviewed. [Findings] The publication of Chinese excellent papers on oversea journals has damaged the public interests of China due to incomplete guidance of evaluation system and current financial support as well as inclusiveness of financial fund. Taking public interests into consideration, academic journal publication should be open access. Based on public interests, open access of academic journals should be carried out by establishing national cooperation network between different organizations, accelerating publication of individual media, promoting efficiency of scientific research, establishing retrieval system in discipline, opening access of papers and translation, and reforming publishing system with the help of market. [Conclusions] The proposed publication reform strategy of academic journals will be beneficial to strategy formulation of the open access of Chinese academic journals.
