摘要：

【目的】系统总结科技期刊地图质量控制及《地图审核管理规定》执行过程中遇到的主要问题,构建地图质量控制与规范化建设的长效机制,提出利于《地图审核管理规定》顺利执行的建议,为中国地图的规范使用提供参考。【方法】结合实际工作经历及《地图审核管理规定》的执行特点,围绕地图质量控制涉及的主要要素、关键主体及不同时间尺度可采取的举措,完成科技期刊地图质量控制的长效机制构建,并结合当下的网络技术和传媒特点,提出保障地图长期规范使用的具体建议。【结果】当前地图质量控制存在的主要问题为质量控制意识不足、责任不清、编辑主体作用发挥不充分。科技期刊地图质量控制和规范化建设长效实施的关键要素包括完善可行的制度文件、认真负责的执行与监督、广泛专业的培训与宣传,以及落到实处的问责与处罚。从长远考虑,分别从完善地图质量控制机制、建立地图在线审查平台、开设意见收集及反馈通道、开展地图知识培训和宣传等方面推进《地图审核管理规定》的执行,实现其制定的最终目的。【结论】科技期刊地图质量控制需要多主体、多角度共同努力,近期及中长期举措同时开展,以逐步促进《地图审核管理规定》的顺利实施,从长远角度保障地图的规范、正确使用。

Abstract:

[Purposes] This paper aims to systematically summarize the main problems of map quality control in scientific journals and those in the implementation of Regulations on Management of Map Review in China. For the future long-term standardized use of maps, we construct the long-term mechanism of map quality control. And also, we put forward the suggestions to implement the above regulation smoothly and chronically. [Methods] Combined with the actual work experience and implementation of the above regulation, the long-term mechanism of map quality control for scientific journals was constructed based on the main elements, key subjects, and measures that can be taken at different time scales. Meanwhile, considering the current network technology and media characteristics, this paper put forward detailed suggestions to ensure the long-term standardized use of maps in China. [Findings] Key problems of quality control for maps include inadequate awareness of quality control and unclear responsibilities, as well as the insufficient responsibility of editors. Feasible and legal documents, conscientious execution and supervision, extensive and professional training and propaganda, and effective punishment are the keys for the long-term mechanism of quality control and standardization for maps. In long-term consideration, perfecting map quality control mechanism, establishing the online platform for map review, opening channels for collecting opinions and feedbacks, and developing map knowledge training and publicity could promote the implementation of regulation from different time scales, and achieve the ultimate goal of the above regulation. [Conclusions] Maps are special illustration in scientific journals for their political sensitivity. For controlling the map quality of scientific journals in China, multi-subjects with joint efforts from many aspects, and short-term, medium-term, and long-term measures should be carried out simultaneously, which also can promote the smooth implementation of the above regulation and ensure the correct use of maps.
