Publishing pattern of open access journals based on JCR and implications

基于JCR的OA期刊出版格局分析及启示

Abstract:

[Purposes] By analyzing the performance of different disciplines and publishing institutions in open access (OA), this paper proposes some measures to accelerate the OA publishing of scientific journals in China. [Methods] Based on the 2021 Journal Citation Report, this paper collected the data of OA journals and papers from different disciplines and publishing institutions and selected some representative mega OA journals as cases to explore the development and evolution of OA journals and papers. [Findings] The rapid development of the OA publishing pattern of journals included in JCR has led to a proportion of 19.2% of OA journals and 29.8% of OA papers included in SCIE in 2021. There are significant differences in the OA publishing scale across different disciplines, with the highest proportion of OA papers in multidisciplinary sciences, reaching 83.5%. The median impact factor of OA journals in 20 major disciplines is higher than that of non-OA journals. The paper output of 35 mega OA journals (over 3000 papers per journal in 2021) accounts for 37.1% of the total papers published in all 1852 OA journals, which shows strong commercial operation capabilities. The number of OA journals and papers rapidly grows in both traditional international commercial publishing institutions and OA publishing institutions, and Nature Publishing Group has basically transformed from subscription publishing to OA publishing. [Conclusions] In an open science environment, China scientific journals need to strengthen the exploration and practice in policy and mechanism support for OA publishing, construction of OA publishing and dissemination platform, publishing and operation of mega OA journals, pricing and payment mechanism of paper processing charge, and OA publishing standards for journals published in Chinese.

【目的】通过分析不同学科和不同出版机构在开放获取(OA)方面的表现,提出加快我国科技期刊OA出版的举措。【方法】基于2021年度JCR,系统采集不同学科和不同出版机构的OA期刊和论文数据进行对比分析,并选取代表性巨型OA期刊作为案例,探讨OA期刊和论文的发展演变。【结果】 JCR收录期刊的OA出版模式快速发展,2021年SCIE收录的OA期刊占比为19.2%,OA论文占比为29.8%;不同学科的OA期刊出版规模有显著差异,多学科科学期刊OA论文占比最高,达到83.5%;20个主要学科的OA期刊影响因子中位数高于非OA期刊;35种巨型OA期刊(2021年单刊发文量超过3000篇)的发文量占全部1852种OA期刊总发文量的37.1%,表现出较强的商业运营能力;国际传统商业出版机构和OA出版机构的OA期刊和论文数量均呈快速增长的趋势,自然出版集团已基本实现由订阅出版向OA出版转型。【结论】在开放科学环境下,我国科技期刊应在OA出版的政策与机制支撑、OA出版与传播平台建设、规模化OA出版与运营、论文处理费用定价与支付机制、中文期刊OA出版规范与标准等方面加强探索和实践。
