Open data publishing strategies of scientific journals:Ship-borrowing and making sail

科技期刊开放数据“借船出海”与“造船出海”出版策略

Abstract:

[Purposes] It is pointed out that general data repository is one of the dominant media of open data publishing in the future, and data publishing of scientific journals in China should be integrated with general data repository. [Methods] On the basis of literature analysis and theoretical interpretation, combined with the practical cases of data publishing at home and abroad, this paper put forward the data publishing strategies of scientific journals based on general data repository. [Findings] The combination of scientific journals and general data repository is the effective way to improve the level of open data publishing and the strategy of the combination of ship-borrowing and making sail can be adopted at the present stage. [Conclusions] In the short term, ship-borrowing is an effective way to enhance the competitiveness of China's mixed journals and data journals. In the long run, it is fundamental to build an independent and internationally influential general data repository and attract data resources from home and abroad.

摘要:

【目的】 阐明通用数据仓储是未来开放数据出版的主导性媒介之一,我国科技期刊的数据出版应与通用数据仓储相融合。【方法】 在文献分析和理论阐释的基础上,结合国内外已开展的数据仓储出版实践案例,提出科技期刊借力通用数据仓储的数据出版策略。【结果】 科技期刊与通用数据仓储的结合,是提升开放数据出版水平的有效途径,现阶段可采取“借船出海”和“造船出海”相结合的策略。【结论】 短期来看,借船出海是提升我国混合期刊和数据期刊竞争力的有效手段;长期来看,建立自主的、有国际影响力的通用数据仓储,吸引来自海内外的数据资源,是更根本的发展之道。
