摘要：

【目的】 深入分析24h预审制模式的特点及其与传统科技期刊出版模式的差异,为我国科技期刊优化出版模式、促进期刊发展提供参考。【方法】通过网络调研,比较24h预审制与细胞出版社“多期刊投稿”的差异,分析24h预审制模式的特点、优势和不足。【结果】传统的出版模式长期遵循“一稿一投”原则,而Cell出版社的“多期刊投稿”模式创新性地实现了一稿多投。24h预审制模式通过“5min提交+24h反馈”机制,实现了多期刊同步预审,24h内反馈是否送审稿件的决定的目标。该模式通过快速反馈机制和集群化管理,显著提升了投稿效率和作者体验,加强了期刊集群整体的协作性和影响力,同时也对出版流程、出版机构的管理能力和编辑的专业素养提出了更高要求。【结论】我国科技期刊可借鉴24h预审制模式,通过培养多期刊协作的复合型出版人才、整合出版资源、开展期刊梯队建设,全面提升期刊集群的整体竞争力。

Abstract:

[Purposes] This paper aims to explore the characteristics of pre-review within 24 h (24 h review) and the differences between 24 h review and traditional publishing model of scientific journals, and thus provide a reference for optimizing the publishing model and promoting the development of the scientific journals in China. [Methods] We systematically compared the differences between 24 h review and multi-journal submission (MJS) model put forward by Cell Press, and summarized the characteristics, advantages, and shortcomings of 24 h review model, based on the online research. [Findings] The traditional publishing model adhered to the principle of “single submission”. In contrast, the MJS model in Cell Press allows for simultaneous submissions to multiple journals. 24 h review model adopts a “5 min submission + 24 h feedback” mode to achieve synchronous pre-review across multiple journals, with a decision on whether the manuscript would be submitted for peer review within 24 h. The 24 h review model is characterized by rapid feedback and clustering management. It can significantly improve the submission efficiency and authors’ experience, and strengthen the collaboration and influence of the journal cluster. Meanwhile, higher requirements of the publishing process, the management of publishers, and the professionalism of the editors were proposed. [Conclusions] The scientific journals in China can benefit from 24 h review model, which can enhance the overall competitiveness of journal clusters by cultivating the multi-skilled editors for mulitple journal collaboration, integrating publishing resources, and developing a talent echelon.
