摘要:
【目的】 从产业发展角度来审视和解决科技期刊高质量发展存在的问题,为更好地服务国家创新驱动战略、建设世界科技强国贡献更大力量。【方法】 通过文献挖掘、内容分析等明晰中国科技期刊全产业链的内涵与构成,以此为基础从资本、组织、技术等方面阐述科技期刊出版产业的薄弱环节并提出优化建议。【结果】 中国科技期刊全产业链的构成覆盖科技期刊内容的供应、编辑、出版、传播和应用,出版产业在组织、资本、技术等方面存在薄弱环节。【结论】 科技期刊全产业链不仅突破将期刊产业链局限于编辑、出版环节的桎梏,还从市场客观需求的角度来架构和调用一切要素以更好地发挥产业链的功能作用。以此高度来审视中国科技期刊出版产业的薄弱环节,需加强科技期刊政策供给与创新、激活和优化链上资源的市场化配置、加快建构基于全过程的技术链。

Abstract:
[Purposes] This paper aims to summarize and solve the problems in the development of scientific journals in the whole industry chain, which is expected to contribute to the national innovation-driven development and scientific and technological development. [Methods] Through the methods of literature research and content analysis, we introduced the connotation and composition of the whole industrial chain of Chinese scientific journals, then described the weak links in the industry from the aspects of capital, organization, and technology, and finally put forward countermeasures. [Findings] The whole industry chain of Chinese scientific journals covered the supply, editing, publishing, dissemination, and application, and weak links in organization, capital, and technology were found. [Conclusions] In addition to editing and publishing, scientific journals should emphasize market demand and tap the potential of the whole industry chain. In light of the weak links of China’s scientific journal publishing industry, we should step up efforts to strengthen policy supply and innovation, optimize market-oriented allocation of resources in the chain, and speed up the construction of a technology chain based on the whole process.
