摘要：

【目的】探讨在学术出版行业发生重要转型变革的新时期，国际学术出版学（协）会的运行机制、发展态势及其发挥智库作用的方式和实践案例。【方法】 通过文献调研与案例分析的方法，选取5家具有代表性的国际学术出版学（协）会进行深入调研，对包括组织结构、业务运作和人才建设等在内的运行机制进行深入分析，从开放获取、人工智能应用、出版伦理和出版规范4个代表性维度归纳总结其发挥智库作用的实践案例。【结果】 国际学术出版学（协）会引导学术出版行业积极应对全球信息技术变革，发挥政策研究、发布标准、提供解决方案和工作指南等出版行业智库的作用。【结论】 国际学术出版学（协）会的一些运行机制及其发挥智库作用的经验对我国学术出版学（协）会建设出版智库、促进我国学术期刊行业发展具有启示作用。

Abstract:

[Purposes] This study aims to systematically investigate the operational mechanisms, developmental trends, think tank roles, and practical examples of leading international scholarly publishing associations during a period of significant transformation in the scholarly publishing industry. [Methods] Through literature review and case analysis, we selected five representative international scholarly publishing associations for an in-depth study. Their operational mechanisms such as organizational structure, business practices, and talent development were analyzed, and practical examples of their think tank roles were examined across four key areas: open access, AI applications, publishing ethics, and standards. [Findings] International scholarly publishing associations are guiding the industry in proactively addressing global information technology changes, fulfilling their think tank roles by conducting policy research, issuing standards, and offering solutions and guidelines. [Conclusions] The operational mechanisms and think tank experiences of these associations offer valuable insights for building scholarly publishing think tanks and advancing China's academic journal industry.
