摘要：

【目的】 总结我国科技期刊理事会运营模式发展现状,梳理存在的问题,寻求对策以促进我国科技期刊理事会规范运作。【方法】 采取文献研究、系统分析和案例分析方法,对我国科技期刊理事会运营模式发展现状和目前存在的主要问题进行分析,并提出完善对策。【结果】 理事会运营模式是目前我国很多科技期刊进行市场经营的方式之一,在期刊经费筹措、开门办刊、服务行业、刊企合作等方面发挥了重要作用,但也存在片面追求经济效益、违背公平公正原则、采编与经营不分家、服务不到位或不匹配等问题。【结论】 科技期刊在理事会运营中,必须坚决防止忽视社会效益现象,严格执行国家有关政策法规,坚持诚信双赢的合作理念,进一步提高服务质量和水平,使理事会为科技期刊的高质量发展提供强有力的支持和保障。

Abstract:

[Purposes] This paper aims to describe the current operation model of scientific journal council in China, sum up the existing problems, and seek countermeasures, which is expected to promote the standardized operation of scientific journal council in China. [Methods] The literature research, system analysis, and case analysis methods were adopted to analyze the current operation mode and main problems of scientific journal council in China, and the corresponding countermeasures were proposed. [Findings] Establishing a council is one of the management modes of many scientific journals in China.Despite the active roles in raising fund for journals, driving the opening operation of journals, enhancing the service functions of journals, and strengthening the cooperation of enterprises with journals, the council also brings about problems, such as giving priority to economic benefits, derogating from the principle of equity and fairness, participating in acquisition and cataloging, and failing to fulfill quality services. [Conclusions] In the operation of the council, scientific journals should resolutely preclude the phenomenon of discounting social benefits, strictly implement relevant national policies and regulations, adhere to the concept of integrity and win-win cooperation, and further improve the service quality, so that the council can support and ensure the high-quality development of scientific journals.
