摘要：

【目的】研究学术期刊编辑精选稿件流程,基于各类文献数据库查证来稿的学术创新性、作者及其团队的学术实力、学术研究环境,以及稿件文献列表的合理性,试图实证来稿学术的创新性,发现来稿中的学术不端行为等问题。【方法】除常规选稿流程之外,增加检索文献数据库以及比对流程,按照作者姓名、单位名称、来稿关键词分别检索得到不同的文献数据集合,与作者历史文献、作者单位文献、不同角度的同类文献集合进行比对。【结果】能够从作者稿件内容和作者相关信息角度证实稿件是否具有创新性,并发现稿件中深藏的学术不端等行为。【结论】在编辑精选稿件过程中,文献数据库在佐证稿件的创新性,发现稿件中隐匿的诸多问题等方面具有重要的价值。判断稿件的学术质量需要编辑和审稿专家共同努力,共同担负学术责任。

Abstract:

[Purposes] The study aims to explore paper selection procedure by academic journal editors, find out academic misconducts, and verify academic innovation of received papers based on academic integrity analysis, academic capabilities of the authors and their teams, academic environment, and references rationality through various document databases. [Methods] Besides routine selections, the retrieval and intercomparison process based on document databases were added. The papers were retrieved by author name, institution, key words respectively to obtain a set of archives from different databases which were then intercompared with the historical documents of authors and their institutions, and documents of the same type with different views. [Findings] The academic innovation and hidden misconduct can be verified by the content of the received papers and author informations. [Conclusions] Document databases are of high referential significance in the paper selection process by editors, such as proof of academic innovation, assistance of hidden academic misconduct. Through mutual effort of editors and reviewers, the paper qualities will be improved.
