摘要:
【目的】 了解当前非公资本参与我国科技期刊出版产业链的现状,为优化我国科技期刊发展环境提供参考。【方法】 对比分析国内外科技期刊的发展环境,梳理当前我国科技期刊出版产业链中非公资本参与的状况和路径,对现状提出思考和建议。【结果】 非公资本已通过参与期刊生产加工、期刊市场运营、产学研合作运营、国际版权合作与传播等方式参与到我国科技期刊的出版过程中。【结论】 当前非公资本已经以不同方式参与到科技期刊出版产业链中。在政策允许的范围内,为了更好地发挥非公资本作用,共同助力我国一流科技期刊建设,可考虑从对期刊实行分类管理、完善政策规范、支持期刊兼并重组和支持非公资本参与科技期刊市场化改革四方面着手,探索期刊相关管理机制的创新。

Abstract:
[Purposes] This paper aims to clarify the current situation of non-public capital's participation in scientific journal publishing industry chain of China, which may provide reference for optimizing the environment for development of scientific journals in China. [Methods] We compared the environment for development of scientific journals at home and abroad, introduced the status quo of non-public capital's participation in China's scientific journal publishing industry chain and its paths, and put forward our reflection and suggestion. [Findings] Non-public capital has participated in the publishing of China's scientific journals by being involved in journal production and operation, industry-university-research cooperation, and international copyright cooperation and communication. [Conclusions] Non-public capital has participated in the publishing industry chain of scientific journals in different ways. Within the scope allowed by the policy, innovations in journal administration could be achieved by implementing classified management of journals, improving related policies and regulations, supporting journal merger and restructuring, and supporting non-public capital's participation in market-oriented reform of scientific journals. In this way, the construction of world-class scientific journals may benefit from a wider range of participation of non-public capital in China.
