被撤销论文作者管理机制的构建探析

Analysis of establishing management mechanism of retracted article authors

摘要:

【目的】 基于我国被撤销论文作者的管理现状,探讨被撤销论文作者管理的要点以及方法。【方法】 检索中国知网与万方数据库中2007年1月1日至2016年12月31日发布的撤销论文声明,提取处理作者的相关信息,分析存在的问题,在此基础上提出构建被撤销论文作者管理机制的方法。【结果】 检索到包含处罚作者信息的撤销论文声明共14篇,其中涉及的学术不端行为主要为抄袭或剽窃、重复发表,处罚方式主要为在数年内拒绝相关作者再次投稿与通报。处罚措施存在对作者主观恶意定性不清,对合著作者承担的责任区分不明,处理随意性大、缺乏合理依据等问题,表明国内对被撤销论文作者的管理未给予足够重视,尚缺乏有效管理机制。【结论】 应当加强对被撤销论文作者的管理,可以充分发挥期刊主管、主办部门职能,着重发挥相关学科学会以及出版伦理专业委员会的作用,通过建立学术不端问题共享信息数据库,健全学术不端问责制度、被撤销论文管理以及上报制度,建立被撤销论文作者的合理管理机制。

Abstract:

[Purposes] On account of current status of author management of retracted articles in China, the study aims to analyze key points and methods of author management of retracted articles. [Methods] Retraction notices published from January 1, 2007 to December 31, 2016 were searched from CNKI and Wanfang Data. The reasons for article retraction and the punishment on the authors were extracted, and the problems existing in the punishment on the authors were analyzed. According to the above information, the method of establishing management mechanism of retracted article authors was proposed. [Findings] Punishment on authors was found in 14 retracted notices. Reasons for retraction were mainly plagiarism and duplication. Punishment included rejecting papers of retracted paper authors for years or criticizing with public notices. The subjective act and respective responsibility of authors were not judged and distinguished clearly. And the punishment was subjective and lack of reasonable grounds. No adequate attention was paid to the author management currently. [Conclusions] We should improve the author management for retracted articles by establishing academic misconduct information sharing database, improving academic accountability system, and setting up report regulation for retracted articles. The function of administrative organizations and professional academic institutions should be dependent in order to establish reasonable management mechanism.
