Abstract:

[Purposes] Addressing the current situation where the editorial committees of Chinese academic journals remain merely nominal entities failing to exercise substantive roles, this article aims to share the operational mechanism, effectiveness, and practical experience of the editorial committee responsibility system, providing references for Chinese academic journals to achieve genuine “scholar-led journal governance”. [Methods] Taking the operational model of the editorial committee responsibility system in the Journal of Software as a case study, this article introduces the formation and development of the editorial committee, the complete manuscript review process under the hierarchical editorial committee system, its operational effectiveness, and distinctive advantages. We also share the editorial office’s crucial roles in facilitating this scholar-driven model. [Findings] The editorial committee responsibility system demonstrates significant advantages in selecting high-quality submissions, improving review efficiency, promoting academic exchange, mitigating conflicts of interest, and preventing fraudulent peer review. Editorial offices play essential guiding, supportive, and supervisory roles throughout system implementation and committee development. [Conclusions] The relationship between academic journals and their editorial committees embodies service·co-construction·co-development. Chinese academic journals must adhere to their fundamental mission of serving academic communication and knowledge dissemination. Only through this commitment can they unite like-minded scholars to collaboratively build open and collaborative academic exchange platforms, drive disciplinary advancement and technological innovation, and foster a vibrant academic ecosystem.

【目的】针对我国学术期刊编委会形式大于作用的现状,分享编委会责任制的运行机制、效果、经验,为我国学术期刊真正实现“专家办刊”提供参考。【方法】以《软件学报》编委会责任制的运行方式为例,介绍编委会组建与发展历程,重点介绍分层编委会责任制的稿件审理全流程、运行效果以及特色优势,并分享编辑部在编委会责任制办刊体系中的作用及实践经验。【结果】编委会责任制在遴选优质稿件、提高审稿效率、促进学术交流、避免利益冲突和虚假同行评议等方面具有显著优势。编辑部在编委会建设和编委会责任制运行过程中发挥着引导、服务、监督等作用。【结论】学术期刊与编委会之间是服务·共建·共生的关系。学术期刊应恪守服务学术交流与传播的初心,方能汇聚志同道合的编委形成合力,共同建设开放共享的学术交流平台,推动学科发展和科技进步,营造活力充沛的学术生态环境。
