Abstract:

[Purposes] Based on a systematic survey and analysis of the research data policies in Chinese core journals, this study aims to bring forward several suggestions for optimizing the road map of domestic journal research data policies in the future. [Methods] The study mainly used web-based survey and content analysis methods. According to the list of well-known domestic core journal categories, a systematic survey was conducted on 3166 target journals. The results were interpreted and analyzed from multiple perspectives, including disciplinary distribution, distribution of supervisory organizations, policy tiers, requirements for data repositories, requirements for data availability statements, requirements for data submission stages, and the situation of research papers with shared data. [Findings] Among the 3166 target journals, only 392 journals have released data policies. According to the analysis, it can be found that there are several shortcomings in certain aspect, such as the top-level promotion and guidance of journal research data policies, the infrastructure that supporting the implementation of research data policies and so on. [Conclusions] To promote the high-quality development of research data in journals, it is necessary for multiple stakeholders, including publishing management organizations, publishers, and information service institutions, to work together to build a better system for the implementation of research data policies. Efforts should be made in several aspects, such as top-level guidelines, various types of infrastructure for research data in academic publishing, and information services construction.

【目的】对中国核心期刊的研究数据政策内容与实施情况进行系统调研与分析,为下一步推动国内期刊研究数据政策的实施提出建议。【方法】采用网络调查法和内容分析法,以中国核心期刊名录为参照构建调研样本,对3166种样本期刊开展系统性调研,从学科分布、主管单位分布、政策要求的分级、对仓储库的要求、数据可用性声明要求、数据提交阶段要求、已存缴共享的研究论文数据情况等多个角度对调研结果展开分析。【结果】3166种样本期刊中仅有392种期刊发布了数据政策,结合对政策内容的分析,发现目前在顶层推动与引导期刊研究数据政策、支撑期刊研究数据政策落实的基础设施、推动作者执行数据政策的支撑等方面存在不足。【结论】针对现有不足,需要出版管理机构、出版机构、信息服务机构等多个利益相关方携手,从相应管理政策的引导、面向学术出版中研究数据的各类基础设施建设及信息服务建设等方面推动期刊科学数据的高质量发展。
