Abstract:

[Purposes] This paper aims to analyze the management model of Publons and provide references for the reform of Chinese peer review system. [Methods] After summarizing the dilemma of current peer review system, we introduced the Publons. Based on the simple introduction of its purpose, content, and architecture, we performed an in-depth analysis of the management model of Publons, and finally proposed the enlightenment to Chinaese peer review system. [Findings] Publons establishes a detailed database for reviewers, it can make statistics and certification for reviewers' work, and Publons does regular training for reviewers. Publons has a standardized peer review system that makes peer review more open and finds suitable reviewers for journals. Publons has a perfect reviewer incentive mechanism, and it also cooperates with the university's scientific research achievement management system, linking reviewers' review work with personal performance. [Conclusions] Publons solves the embarrassment faced by reviewers in peer review and promotes the reform of the peer review system. It has great enlightenment for Chinese peer review system: setting up an expert database of reviewers and formulating a sound incentive system for reviewers; changing the single-blind peer review model to the open peer review; organizing the training and assessment for reviewers regularly and expanding the peer review teams of small disciplines; peer review technology and platform should keep pace with the time.

摘要:

【目的】 探究Publons的组织架构和管理模式,为我国同行评审制度的改革提供参考。【方法】 通过总结目前同行评审制度面临的窘境,引入国外Publons案例,在简单介绍Publons的服务宗旨、内容和组织架构基础上,深度分析了Publons的管理模式,提出对我国同行评审制度的启示。【结果】 Publons建立了详尽的审稿人档案数据库,对审稿人工作进行统计和认证,并且对审稿人进行定期培训;Publons有规范的审稿制度,使同行评审更加开放化,能够帮助期刊寻找合适的审稿人;Publons有完善的审稿人激励机制,还与大学科研成果管理系统合作,将审稿人的评审工作纳入科研绩效。【结论】 Publons很好地解决了同行评审中审稿人面临的困窘,对同行评审制度的改革有一定的促进作用。Publons 管理模式对我国同行评审制度有很大启示:建立审稿人专家库,制定完善的审稿人激励制度;转变单盲同行评审模式,鼓励开放式同行评审;定期组织审稿人培训与考核,扩大小学科审稿人队伍;同行评审技术与平台要与时俱进。
