Abstract:

[Purposes] This paper aims to find out the impact of the development of the cloud publishing from the perspective of national interests,and provide an effective development strategy for the cloud publishing with national interests.[Methods] According to the work practice,the relationship between the academ ic journal cloud publication and the Chinese national interests was discussed from the perspective of national interests by using the role of government,society andmarket in resource distribution.It has analyzed the adverse effectof currentenvironment facing the cloud publishing on national interests. [Findings] It is necessary for the government,market and society to collaborate in the aspects of information sovereignty,cloud publishing security,standard setting,copyright protection and so on.[Conclusions] The proposed publication strategy of academ ic journals with the consideration of national interests can provide references for the development of Chinese academ ic journals.

【目的】明晰数字出版的新形式——云出版发展对国家利益的影响,为符合国家利益的云出版提供有效发展策略。【方法】结合工作实践,利用政府、社会、市场在资源配置中的作用,从国家利益的角度出发阐述了学术期刊云出版与中国国家利益间的相互关系,探讨了学术期刊云出版所面临的挑战,分析了当下云出版的部分不良环境对国家利益的损害。【结果】符合中国国家利益的学术期刊云出版需要政府、市场、社会三方从信息主权、云出版安全、标准制定、版权保护等方面通力协作。【结论】提出的考虑国家利益的学术期刊云出版策略可为中国学术期刊云出版发展的战略制定提供参考。
