摘要：

目的 为提升我国出版智库研究能力，推动出版业高质量发展，本文结合出版智库的建设实践，凝练提升智库研究能力的关键因素。 方法 在文献搜集的基础上，结合智库建设实践，分析了智库研究能力提升的重要因素。 结果 针对现阶段科技出版领域的智库现状，从数据体系、研究方法和模型、成果评估和传播途径4个角度，探索提升智库研究能力的对策。 结论 本文提出通过构建完善的数据体系、创新的核心研究方法与模型、建立标准化的成果内控评估机制以及拓展多元化传播渠道，可有效提升当前科技出版智库的研究能力，为科技出版业高质量发展提供更好的支撑。

Abstract:

Purposes To enhance publishing think tank research capacity and promote high-quality development of the country’s publishing industry， this letter distills the key factors for strengthening think tank research capacity based on the practice of building a publishing think tank. Methods Based on literature review and combined with think tank development practice， this letter briefly analyzes the key factors affecting the enhancement of think tanks’ research capacity. Findings This letter addresses the current state of think tanks in the field of scientific and technological publishing， and explores strategies to enhance their research capabilities from four perspectives： data systems， research methods and models， evaluation of outputs， and dissemination channels. Conclusions This letter proposes that enhancing the research capabilities of technology publishing think tanks can be effectively achieved by building a robust data system， innovating core research methods and models， establishing a standardized internal control evaluation mechanism， and expanding diversified dissemination channels， thereby providing strong support for the high-quality development of the technology publishing industry.
