摘要： 【目的】进一步提高当前中国学者发表的国际英文期刊论文对国内学术的实际影响效果，探索构建国际英文期刊论文的中文发布体系。【方法】 通过中国知网（CNKI）选取被SCI收录的我国化学学科19种中、英文期刊进行统计，对比分析了中、英文期刊影响因子等方面的差异；通过多方论证，剖析了构建国际英文期刊论文中文发布体系的必要性，提出了路径选择。【结果】 在CNKI平台上英文期刊论文并没有中文期刊论文对中国学术的实际影响力大。由于中国学者英语语言障碍等原因，导致了英文论文国内传播困难等问题，因此构建国际英文期刊论文中文发布体系非常必要。【结论】 国际英文期刊论文中文发布体系，主要包括建设专用的英文期刊论文中文发布平台，改进国内英文期刊的中文发表机制，以及增强中国现有数据库的中文发布功能等内容。构建该体系需要做好顶层设计、知识产权、学术评价、人才队伍以及政策扶持等方面的工作。

Abstract: ［Purposes］ In order to further improve the practical effect of international English journal papers published by Chinese scholars on domestic academic research, this paper explores the construction of the Chinese publishing system of international English periodicals. ［Methods］ This paper selected 19 Chinese and English journals indexed by SCI from CNKI to analyze the differences of impact factors of Chinese and English periodicals. Through the argumentation, this paper analyzed the necessity of constructing the Chinese publishing system of international English journal papers and put forward the path selection. ［Findings］ English periodicals have less influence on Chinese scientific research than Chinese periodicals. Because of the problems of Chinese scholars English language barrier and other reasons, the problems of the lag of domestic dissemination of English papers and other issues are caused. Therefore, it is necessary to construct the Chinese publishing system of international English journal papers. ［Conclusions］This system mainly includes the construction of a dedicated Chinese language publishing platform for English journal papers, improving the Chinese publication mechanism for domestic English periodicals, and enhancing the Chinese publishing function of existing Chinese databases. For building the system, we need to do the top-level design, including the intellectual property, the academic evaluation, personnel and policy support and other aspects of the work.
