国际软件期刊发展现状及其出版政策研究

摘要:

【目的】通过对国际软件期刊的发展现状和出版政策进行调研与分析,为我国软件期刊的创办与发展提供指导,并为我国科技期刊制定科学软件和代码的开放共享政策提供参考和借鉴。【方法】 采用网络调查法和内容分析法,对全球软件期刊发展状况进行调查,并对代表性国际软件期刊出版政策进行梳理,提炼软件论文出版质量控制政策的框架与特性要素。【结果】 全球共创办有46种软件期刊,大型出版机构和创新出版商推动其发展。通过对20种代表性软件期刊的调查,发现软件期刊的出版政策着重强调软件与代码的存储、软件论文结构标准、同行评议模式与评审标准。此外,软件期刊还采取多种合作模式,以提升期刊质量和影响力。【结论】 国际科技期刊通过探索软件论文出版模式,积极推出数据、软件和代码的共享策略,进一步促进科学研究过程的开放、透明、可重复、可复现。我国应抓住开源软件进入开放科学的历史机遇,大力建设软件期刊,并逐级制定科技期刊软件和代码的开放共享政策,培育软件共享文化,促进我国开放科学的全面深入发展。

Abstract:

[Purposes] By investigating and analyzing the development status and publishing policies of international software journals, this study aims to provide guidance for the establishment and development of software journals in China and offer references for formulating open sharing policies of research software and code for China's scientific journals. [Methods] Using online survey and content analysis methods, we investigated the development status of global software journals. We sorted out the publishing policies of representative international software journals to extract the framework and characteristic elements of quality control policies for software paper publication. [Findings] A total of 46?software journals have been established, promoted by large publishing institutions and innovative publishers. The investigation of 20 representative software journals shows that their publishing policies emphasize software and code storage, structural standards of software papers, peer review models, and evaluation criteria. Additionally, software journals adopt various cooperation models to enhance their quality and influence. [Conclusions] International scientific journals actively promote strategies for sharing data, software, and code by exploring the publishing models of software papers, further promoting openness, transparency, repeatability, and reproducibility in the scientific research process. China should seize the historical opportunity of open source software entering open science, make significant efforts to establish software journals, and progressively implement open sharing policies for software and code in scientific journals. This will cultivate a culture of software sharing and contribute to the comprehensive and in-depth development of open science in the country.
