摘要：

【目的】 探索我国学术期刊预警名单的特征、制定标准和使用原则,以期为我国学术期刊预警名单后续研究和相关机构制定预警名单提供借鉴。【方法】 利用定量数据分析,选取有代表性的期刊预警名单进行特征指标统计分析,并结合文献调研和对比分析方法指出预警期刊名单在制定和使用中存在的问题并进行探讨。【结果】 我国对于期刊预警名单的研究与国际相关研究存在较大差异,且我国预警期刊研究缺乏统一明确的定义和公开透明的制定标准,在使用上也存在一定片面性。【结论】 我国预警期刊研究需要学术界、相关机构和各利益方就统一的定义和制定标准进行广泛研究;期刊预警名单需要在科学的学术评价政策导向下,配合专家定性评价和相应的教育培训才能真正发挥效用。

Abstract:

[Purposes] This paper aims to explore the characteristics, formulation standards, and using principles of the early warning lists of journals in China, with a view to providing reference for the study and formulation of early warning lists. [Methods] Based on quantitative data analysis, representative early warning lists were selected for the statistical analysis of characteristic indexes. Then, through literature research and comparative analysis, the problems in the formulation and use of the lists were summarized and discussed. [Findings] Research on the early warning list of journals is significantly different between China and foreign countries. On journals under early warning, China lacks unified specific definition, unified and transparent standard, and using principle. [Conclusions] Efforts should be made by the academia, related institutions, and other stakeholders to unify the definition and standard of journals under early warning. Following the national policy for academic evaluation, journal early warning list should be made based on the qualitative evaluation of experts and combine with corresponding education and training to create a correctitude academic atmosphere.
