日本应对本土学术期刊危机的策略研究与借鉴

Strategies for building a native high-level academic journal system in Japan

摘要:

【目的】 介绍日本建设本土高水平学术期刊体系的经验,为我国提供参考。 【方法】 利用“循环赠予”理论,分析图书馆、出版社和研究者的相互关系,阐明日本成功建设本土高水平学术期刊体系的策略。 【结果】 国际大型出版集团对学术信息流通的垄断是引发世界性学术期刊危机的主因。日本通过资助国内学术组织的出版,鼓励本国有国际影响力的学者投稿,提高本土学术期刊的吸引力;通过改革,建立全国性图书馆联盟和学术机构知识库,提高国际被发现力;改善研究者评价体系,增强研究者在学术期刊建设中的主导性。 【结论】 在借鉴日本经验的基础上,通过建立图书馆、出版社和研究者间均衡的信息流通平台,支撑我国高水平期刊体系的建设。

Abstract:

[Purposes] Japan's experience in building a native high-level academic journal system is introduced, which is expected to serve as a reference for China. [Methods] With the theory of circle of gifts, we analyzed the relationships among libraries, publishers, and researchers, thereby clarifying Japan's strategies for establishing a native high-level journal system. [Findings] The monopoly of major international publishing groups on the circulation of academic information is the main cause of the crisis of academic journals worldwide. By funding domestic academic organizations and appealing to the leading scholars for publishing papers on domestic journals, Japan improves the attractiveness of local academic journals. Through the establishment of national library alliance and institutional repository, more academic journals in Japan have received global attention. Via the improvement of evaluation system for researchers, the leading role of researchers in the development of academic journals has been brought into full play. [Conclusions] Based on the experience of Japan, the establishment of a platform for balanced information circulation among libraries, publishers, and researchers will pave the way for the high-level journal system development in China.
