Abstract:
[Purposes] This paper aims to build an evaluation system for the internationalization degree of Chinese scientific journals, clarify the relationship between new features of the publishing industry and the publishing impact, and provide suggestions for building world-class Chinese scientific journals. [Methods] We combined literature research and interview methods to construct an evaluation system for the internationalization degree of Chinese scientific journals. Meanwhile, we applied Fuzzy DEMATEL method to verify the structural influence relationship and cause-and-effect positioning of the evaluation system. [Findings] The proposed system contains four evaluation levels, including publishing talent internationalization, publishing process internationalization, publishing operation internationalization, and publishing impact internationalization, and eleven indicators such as international talent ratio, open access degree, marketability degree, and international citation impact factor. The internationalization of publishing talents and publishing operation has the attributes of cause and affects the internationalization of the publishing process and publishing impact with the attributes of effect. The six indicators such as the international talent ratio and international talent h index have the attributes of cause and affect the five indicators such as the international citation impact factor and international citation immediacy index, which have the attributes of effect. [Conclusions] A collaborative publishing strategy is thus proposed based on the structural influence relations. In evaluation dimensions, it is necessary to objectively examine the internationalization of publishing influence, give priority to the internationalization of publishing talents, focus on the internationalization of publishing operations, and intensify efforts in the internationalization of publishing processes. In the practical dimensions, it is imperative to identify evaluation indicators including the size of international talents, quality of international talents, marketability degree, and publication lag as development priorities so as to drive the development of other indicators.

【目的】 构建中国科技期刊国际化程度评价体系,实证该体系下出版产业新特征与出版影响之间的关系,为中国科技期刊冲击世界一流提供建议。【方法】 应用文献研究和访谈法构建国际化程度评价体系。应用Fuzzy DEMATEL方法实证国际化程度评价体系结构影响关系与因果定位。【结果】 国际化程度评价体系含出版人才国际化、出版流程国际化、出版运营国际化、出版影响国际化4个评价层面,以及国际人才比、开放获取程度、市场化程度、国际引用影响因子等11个指标。出版人才与出版运营国际化具有因的属性,影响具有果的属性的出版流程与出版影响;国际人才比、国际人才h指数等6个指标具有因的属性,影响具有果的属性的国际引用影响因子、国际引用即年指数等5个指标。【结论】 基于结构影响关系,提出协同办刊策略:在评价层面,客观审视出版影响国际化,优先发展出版人才国际化,重视出版运营国际化,巩固出版流程国际化;在实践层面,确定国际化人才规模、国际化人才质量、市场化与出版时滞等评价指标为优先发展项,带动其他指标发展。
