Abstract:

[Purposes] This article aims to promote the operation of the scientific journals'council in a regulated way and achieve sustainable development of the scientific journals.[Methods]Problems associated w ith the operation of the scientific journals'council are analyzed and solutions are proposed to solve the problems.[Findings] Relevant regulations and rules on the scientific journals are not well established during the operation of the council;council member organizations are different in terms of qualification and the way they are organized is not rational; effective operation mechanism is not established.[Conclusions] The articles of the regulatory system should be improved by the scientific journals'council.At the same time,the council should focus on self-improvement and establish the mechanisms of communication, service, incentives and supervision that suit the market economy and enhance their performance in management,operation and service.

【目的】促进科技期刊理事会规范运作,实现科技期刊可持续发展。【方法】分析当前科技期刊在理事会运营中存在的问题,并提出完善对策。【结果】科技期刊在理事会运营中存在规章制度不健全;理事单位良莠不齐,构成不合理;没有建立起有效的运行机制等问题。【结论】科技期刊理事会应完善章程、健全管理制度,加强自身建设,建立起与市场经济相适应的沟通机制、服务机制、激励机制和监督机制,在管理、运营和精细服务上下工夫。
