Abstract:
[Purposes] To explore the current situation, problems and countermeasures of the industrialization of scientific and technological periodicals in China under the background of open science, and to provide theoretical basis and practical suggestions for promoting the sustainable development of scientific and technological periodicals industry in the open science environment. [Methods] Using the expert interview method and literature research method, the academician experts, journal publishing policy experts, digital publishing technology experts, domestic and foreign publishing institution experts and experts in the field of library and information technology were interviewed to summarize the characteristics of the transformation of the traditional scientific and technological periodical industry at this stage. [Findings] Open science has put forward new requirements for the transformation of the traditional scientific and technological journal industry, including the need for collaboration in the research and production stage, the need for transparency and efficiency in the review stage, the demand for business model innovation in the publishing and distribution stage, the demand for diversification in the knowledge dissemination and impact assessment stage, and the cross-stage systematic demand. China’s scientific and technological periodicals industry is undergoing four changes: from scattered fragmentation to intensive integration and evolution, from content carriers to knowledge service platforms, from catch-up imitation to characteristic development, and from index-only to multi-evaluation paradigm change. [Conclusions] The future development of China’s scientific and technological periodical industry should focus on five aspects: industrial integration (from a single medium to a cross-border ecosystem), technology-driven (AI empowerment and data value release), open transformation (coexistence and development of multi-level open models), evaluation reform (multiple value orientation and quality core), and international collaboration (seeking win-win cooperation in competition). Through deepening reform, technological innovation and model change, China’s scientific and technological journal industry can contribute Chinese wisdom and solutions to global open science while serving the country’s innovation and development.

【目的】 探究开放科学背景下中国科技期刊产业化发展的现状、问题及对策,为推动科技期刊产业在开放科学环境中实现可持续发展提供理论依据和实践建议。【方法】采用文献调研法和专家访谈法,首先根据文献资料调研确定访谈范围与访谈提纲,进而访谈院士专家、期刊出版政策专家、数字出版技术专家、国内外出版机构及图书情报领域专家,总结现阶段传统科技期刊产业转型的特征。【结果】开放科学对传统科技期刊产业转型提出了新需求,包括研究生产阶段的协作需求、评审阶段的透明与效率需求、出版发行阶段的商业模式创新需求、知识传播与影响评估阶段的多元化需求,以及跨阶段系统性需求。中国科技期刊产业正经历4个方面变革:从分散碎片化向集约化整合演进、从内容载体向知识服务平台升级、从追赶模仿到特色发展的双轨并行、从唯指标到多元评价的范式转变。【结论】中国科技期刊产业未来发展应注重5项内容:产业融合、技术驱动、开放转型、评价改革、国际协同。通过深化改革、技术创新和模式变革,中国科技期刊产业可在服务国家创新发展的同时,为全球开放科学贡献中国智慧和中国方案。
