Abstract:

[Purposes] This paper aims to investigate the business models of journals or publishing platforms driven by the 2020 Public Library of Science (PLoS) Community Action Publishing (CAP), and provide references for the business models of China's scientific journals. [Methods] The network information research, case study, and statistical analysis were employed in this study. By studying the content, business strategy, and charging model, we summarized the characteristics of CAP business model and the inspiration for the development of China's journals. [Findings] PLoS CAP promotes the collaborative development of journals in a portfolio. It adopts a transparent business model to enhance credibility. Multiple charging models are used to complement each other, meeting the needs of authors in different economic conditions. The CAP limits the profit ratio, reduces the cost pressure on cooperating institutions, and prevents the alienation and growth of article processing charge (APC). It simplifies the payment process and reduces the proportion of non-scientific research work in institutions. [Conclusions] In view of the single economic source of most scientific journals in China, the CAP business model can be taken as a reference. From the perspective of users, this model enriches the charging model of China's scientific journals by replacing APC. We should encourage journals to explore new journal value chains, optimize business strategies, and diversify profit models. Efforts should be made to improve the supervision and management mechanism for journal fees and enhance the credibility of journals. In addition, a new business model that adapts to the development of journals in China should be built with simplified payment processes and other means, so as to facilitate the development of China's scientific journals.

【目的】调研2020年美国科学公共图书馆(Public Library of Science,PLoS)学术共同体行动出版(Community Action Publishing,CAP)推动下的期刊或者出版平台商业模式,为国内科技期刊商业模式提供借鉴。【方法】主要采用网络信息调研法、案例研究法以及数据统计分析法,根据CAP出版内涵、经营策略及收费模型,总结其商业模式特色及对国内期刊发展的启示。【结果】 PLoS CAP以多刊集群化协同发展;透明化商业模式,增强公信力;多种收费模型交叉互补,满足不同经济条件作者的需求;限制利润比例,减轻合作机构费用压力,防止论文处理费(Article Processing Charge,APC)异化增长;简化费用收取流程,降低机构非科研工作占比。【结论】在我国大多数科技期刊经济来源较为单一的情况下,可借鉴CAP商业模式,从用户角度出发,丰富替代APC的我国科技期刊收费模型;鼓励期刊探索新的价值链,优化经营策略,多元化盈利模式;完善期刊收费监督管理机制,提升期刊公信力;简化缴费流程等以构建适应我国期刊发展前景的新商业模式,促进我国科技期刊繁荣发展。
