Abstract:

[Purposes] This paper aims to study the rights of key participants in the preprint scholarly communication system and put forward suggestions for the construction of the preprint scholarly communication system in China. [Methods] Based on the rights policies from six preprint platforms (arXiv, bioRxiv, ChemRxiv, Research Square, SSRN, and F1000 Research) and related scientific journals and funding programs, this paper analyzed and sorted out the main rights of preprint authors, preprint platforms, preprint readers, scientific journals, and preprint funders, and proposed suggestions for building a corresponding system in China. [Findings] This paper summarized seven rights of preprint authors, four of preprint platforms, four of preprint readers, three of scientific journals, and two of preprint funders. [Conclusions] In the construction of the preprint scholarly communication system, China should emphasize the formulation and display of rights policies during the construction of preprint platforms, promote cooperation between scientific journals and preprint platforms based on a reasonable division of their rights, encourage funders such as funding projects to form and promote preprint rights policies, and improve the knowledge of Chinese researchers about the rights norms of preprint scholarly communication.

【目的】 研究预印本学术交流体系参与主体的权益,为我国预印本学术交流体系建设提出建议。【方法】 基于arXiv、bioRxiv、ChemRxiv、Research Square、SSRN、F1000 Research 6个预印本平台,以及相关科技期刊和基金项目的权益政策,分析梳理预印本作者、预印本平台、预印本读者、科技期刊和预印本资助者的主要权益,提出对我国预印本学术交流体系建设的建议。【结果】 预印本作者拥有7项权益,预印本平台拥有4项权益,预印本读者拥有4项权益,科技期刊拥有3项权益,预印本资助者拥有2项权益。【结论】 我国预印本学术交流体系建设中应注意以下4点:(1)在我国预印本平台建设中高度重视权益政策的制定与展示;(2)在合理划分科技期刊与预印本平台权益的基础上推进双方合作;(3)鼓励基金项目等资助者制定和宣传预印本权益政策;(4)提升我国科研人员对预印本学术交流权益规范的认知。
