Abstract:

[Purposes] This paper analyzes the status quo of information security in the publication of scientific papers and the challenges and discusses measures to ensure the personal and national information security during the publication. [Methods] According to the life cycle theory, we conducted normative analysis and theoretical construction on information security issues in the publication of scientific papers from the perspective of authors, reviewers, and editors. [Findings] The ecological system of information security in scientific paper publication is constructed. The challenges are the author's neglect of the security, greater risk of information disclosure by insiders, difficulty of safety supervision caused by advanced technology, and lack of industry policy standards. The five-dimensional improvement path of information security in scientific paper publication is proposed. [Conclusions] Information security in the publication of scientific papers is one of the practical problems which should be recognized and grasped. It is a brand-new challenge amid the new external environment, the new technological revolution, and the new competitive landscape. We should use a new epistemology and methodology to deepen the understanding of it.

【目的】 分析科学论文发表中的信息安全现状及存在问题,探索保障论文发表中个人和国家信息安全的路径。【方法】 基于生命周期理论,从作者、审稿人和编辑视角对科学论文发表中的信息安全问题进行规范分析与理论构建。【结果】 构建科学论文发表信息安全生态体系,总结出科学论文发表中存在个人信息安全意识薄弱、内部人员信息泄密风险较大、技术进步加大安全监管难度和行业政策标准缺失4个问题,提出科学论文发表中信息安全水平的五维一体提升路径。【结论】 科学论文发表中的信息安全问题是需要被正确认识和把握的实践问题之一,是在新的外部环境、新的技术革命和新的竞争格局下的全新课题。需要用新的认识论和方法论来深化对该问题的认识。
