摘要:
目的 探讨科技期刊智库功能的演进脉络与建设路径,厘清科技智库期刊的定义、核心内涵及功能,为科技智库期刊的发展提供理论支撑与实践参考。 方法 通过梳理科技期刊智库功能的演进脉络,将其划分为萌芽探索阶段(2015年以前)、政策驱动阶段(2015—2020年)和平台协同阶段(2020年至今),揭示其从自发探索到系统集成的发展逻辑,并在此基础上界定科技智库期刊的定义与特征。 结果 研究明确了科技智库期刊的定义,即依托科技期刊载体,融合数字化平台与多层次专家体系,兼具学术传播与智库服务双重功能的复合型智力平台,并阐释其核心内涵与本质特征;进而构建了系统化建设路径:打造学术引领内容体系,输出高质量科技决策咨询成果;构建多层次专家网络,夯实期刊核心资源;搭建分层精准传播网络,搭建多元传播渠道,实现内容成果精准高效传递。 结论 科技智库期刊具有明确的发展逻辑和可行的建设路径,可实现学术资源向决策价值的有效转化,为国家科技创新与产业发展提供支撑。

Abstract:
Purposes This article aims to explore the evolutionary context and development pathways of the think tank functions of scientific journals, clarify the definition, core connotations and finally provide theoretical support and practical references for their development. Methods By reviewing the evolutionary trajectory of the think tank functions of scientific journals, this article divides it into three phases: the embryonic exploration phase (before 2015), the policy-driven phase (from 2015 to 2020), and the integration and dynamic platform collaboration phase (from 2020 to present). It reveals the development logic from spontaneous exploration to systematic integration. On this basis, the article defines the concept and characteristics of scientific think tank journals. Findings The article clarifies the definition of a scientific think tank journal as a composite intellectual platform that relies on scientific journal carriers, integrates digital platforms and multi-level expert systems, and possesses dual functions of academic dissemination and think tank services. Their core connotations and essential characteristics are explained. Furthermore, a systematic development pathway is constructed, which includes: creating an academically-led content system to produce high-quality outcomes for scientific decision-making and consultation; and improving dynamic operational and evaluative guarantee mechanisms to empower the sustainable development of scientific think tank journals. Conclusions Scientific think tank journals possess a clear developmental logic and feasible construction pathways. Through systematic mechanism building, academic resources can be effectively transformed into practical value, thereby providing support for national scientific and technological innovation and industrial development of China.
