摘要：

【目的】 研究同行评议网络平台构建方法,探索适合我国国情的科技期刊同行评议新模式。【方法】 参考国际上新近出现的Peerage of Science、 Publons、 The Winnower等平台模式,提出基于开放式网络平台系统的构建方法,并总结其特点、工作流程及运营方式。【结果】 开放式网络平台系统由独立于期刊社的第三方组织搭建。借助新平台,同行评议工作从被动接受变为主动选择,从面向单个期刊社变为面向科研整体,从封闭式评议变为开放式评议。【结论】 基于开放式网络平台系统的科技期刊同行评议新模式可有效缩短论文发表周期,提高同行评议效率,是同行评议发展的新趋势。

Abstract:

[Purposes] This paper aims to study the construction method of peer review network platform and explore a new model for peer review of scientific journals, which suits for our national conditions. [Methods] Based on the cases of Peerage of Science, Publons, and The Winnower, this paper proposed the construction methods of the new model for peer review and summarized its features, review processes, operation patterns, and so on. [Finding] Platform should be constructed by third-party organizations which are independent of journal press. With the help of the new platform, peer review has changed from passive acceptance to active selection, from single journal to overall scientific research, from closed review to open review. [Conclusions] The new pattern based on open network platform system could shorten the publishing process of papers and improve the efficiency of peer review, and it is the newest trend of the development of peer review.
