摘要:

【目的】 总结和归纳国际出版集团推动数据开放共享和复用的政策、实践,以及推行FAIR原则的具体举措,以期为国内期刊提供参考。【方法】 以Springer Nature、Taylor & Francis、Wiley以及Elsevier为案例,通过网络信息扫描、邮件沟通和直接交流等方式开展调研和信息采集。【结果】 国际出版集团采用分层级的数据政策,便于更多期刊根据实际情况选择适合自己的政策。在实践层面,采取从小及大、由少到多、逐渐推行的相对缓和方式。在FAIR科学数据管理原则被越来越多机构接受时,出版机构在推进数据FAIR化方面也进行了初步尝试。【结论】 出版机构在推进数据FAIR化方面仍然面临诸多挑战,这些挑战与数据存储基础设施对FAIR原则的支持能力密切相关。

Abstract:

[Purposes] This paper aims to summarize the policy and practice concerning the data openness, sharing, and reuse, as well as the FAIR principles by international publishing groups. [Methods] International publishing groups including Springer Nature, Taylor & Francis, Wiley, and Elsevier were taken as examples to conduct the research and information collection by means of web information scanning, e-mail communication, and direct communication with publishing group staff. [Findings] The international publishing groups adopt a hierarchical data policy, which facilitates more journals to choose their own policies according to the actual situation. On the practical level, a relatively moderate way from small to big, from less to more is used. They also have made preliminary attempts to promote the FAIR of data. [Conclusions] Publishers still face many challenges in promoting the FAIRness of data, and these challenges are closely related to how well data infrastructures follow and support the FAIR principles.
