科技期刊欺诈引用案例分析及编辑工作建议

Case analysis on fraudulent citation of scientific journals and suggestions for editing work

摘要:

【目的】 分析欺诈引用案例,帮助编辑部判断欺诈引用这一不当引用行为,并给出有针对性的编辑工作建议。【方法】 以国内两种SCI英文期刊遭遇的欺诈引用为例,详细分析案例,评论编辑部采取的措施,从责任伦理的角度探讨欺诈引用这一学术不端行为涉及的利益相关方的责任,最后针对编辑部和编辑个人分别给出工作建议。【结果】 欺诈引用的实施较为隐蔽,编辑部一般难以发现,相关案例因而也较难收集;出现欺诈引用案例后,编辑部会根据欺诈引用给科技期刊带来的损害程度进行相应的处理,通常保持谨慎态度,并尽量内部消化处理。【结论】 参考文献引用本属作者“自留地”,引文动机本就有一定复杂性,激励措施和评奖评优等利益因素导致学术不端问题频繁发生,防范、治理欺诈引用问题需要作者、期刊和编辑共同努力,履行好各自的责任。

Abstract:

[Purposes] This paper aims to further analyze the fraudulent citation based on two cases of fraudulent citation of scientific journals, and give corresponding suggestions for editors. [Methods] Taking two SCI-indexed English journals as examples, we analyzed case details and subsequent handling of the two cases. The ethical responsibility of each stakeholder was discussed and stated, and some suggestions for journals and editors were given. [Findings] Fraudulent citation is difficult to find because such citation is relatively hidden, and thus fraudulent citation cases are hard to collect. When fraudulent citation appears, the editorial office tends to deal with it prudently and discreetly according to the consequence of such improper citation. [Conclusions] Reference citation is always treated as a kind of private plot of author, and citing motivation is always complicated. When such citing behavior is affected by incentives and awards, fraudulent citation will happen with a high probability. It could and should be resolved by efforts of authors, editors, and journals.
