国外医学期刊对利益冲突的处理方式与探讨

摘要:

【目的】参照国外案例,为国内期刊处理利益冲突提供标准处理流程。【方法】实例论述NEJMChestTranslational Neurodegeneration等期刊处理利益冲突的典型案例,针对可能存在未披露的利益冲突,结合出版伦理委员会的标准建议,制定不同处理流程和处理结果,并提出预防和规避利益冲突的方法。【结果】提出审稿阶段发现作者存在没有披露的利益冲突和出版后发现论文存在没有披露的利益冲突的处理流程和具体处理结果,处理结果包括刊登撤稿、更正、关注申明等。并提出提高学术期刊对论文涉及的利益冲突的重视程度及制定相关的规范和政策;促进作者对利益冲突的认识并指导其主动披露利益冲突以预防和规避利益冲突。【结论】医学期刊、编辑应当规范和完善针对利益冲突的相关规定和处理流程,推进期刊国际化进程。

Abstract:

[Purposes] This study aims to provide standard processing procedures for dealing with conflicts of interest in domestic journals according to the foreign cases. [Methods] We analyzed typical cases of undisclosed conflicts of interest in foreign publications, such as NEJM, Chest, Translational Neurodegeneration. In order to prevent and avoid conflicts of interest, we combined the standard suggestions of Committee on Publication Ethics (COPE) to establish the different processes and processing results for treating the undisclosed of conflict of interests. [Findings] We put forward processing flows as "What to do if a reviewer or editor suspects undisclosed conflict of interest in a submitted manuscript", " What to do if a reader or someone else suspects undisclosed conflict of interest in a published article" and specific processing results. The results includes publishing a notice of retraction, corrections and expression of concern. We suggest that the academic journals should improve the awareness of the conflicts of interest involved in the paper and formulate relevant norms and policies. What's more, the authors should promote the understanding in the conflicts of interest and disclose the conflicts of interest. [Conclusions] Medical journals and editors should standardize and improve the relevant provisions of the conflicts of interest and its treatment processes to promote the internationalization of journals.
