摘要：

【目的】 提出由高校联合创建“联合体”以实现高校科技期刊联合办刊的模式,为高校科技期刊的改革发展提供参考。【方法】 在介绍高校科技期刊面临的新形势的基础上,提出了联合体模式的初期和未来发展设想,给出了联合体模式初期的结构设置及运作模式,分析了联合体与高校的关系、经济效益分配、用人机制改革、体制机制改革等问题。【结果】 高校联合办刊能改善办刊机制和用人机制,并充分利用高校的优势资源。通过扩大横向规模,有效解决了期刊“散、弱、小”和同质化问题。同时,在纵向学术经营方面,对打造期刊出版集团进行了探索。【结论】 国家应该减少对办刊的行政限制,大力推动联合办刊社团的发展,同时通过新技术平台加强监管。

Abstract:

[Purposes] This paper aims to put forward a pattern, in which a combo is constructed by universities, for joint publishing of university science and technology journals, in order to provide a reference for the reform and development of the university science and technology journals.[Methods] On the basis of introducing the current situation that the technical journals is confronting, the initial and further development assumptions of the combo pattern were given out, and the relationship between the combo and the universities, the distribution of the economic benefit, employment mechanism reform, and institutional mechanism reform were analyzed.[Findings] University joint publishing can improve the publishing mechanism and employment mechanism, and make the best of superior resources of universities. The problems of scatteration, weakness, smallness and homogenization of the journals are effectively solved through lateral scale expansion, and simultaneously building periodicals publishing group is explored through longitudinal academic operation.[Conclusions] It is suggested that administrative restriction on journals should be reduced, and vigorous effort should be made to promote the development of joint publishing mass organization, while supervision through new technique platform should be strengthened.
