摘要：

【目的】 对论文出版前作者单方面撤稿的原因进行探讨、分析并针对性提出对策。【方法】 从小木虫网站论坛归纳总结了作者单方面撤稿的5个事例,将撤稿行为进行分类研究。【结果】 按撤稿原因将撤稿行为分为正常撤稿行为和非正常撤稿行为,正常的撤稿行为是作者的权利,应予尊重和保护;而非正常的撤稿行为属学术不端行为,应予抵制和惩戒。【结论】 针对两种撤稿行为提出：约定双方责任,完善撤稿机制;加大宣传力度,增强服务意识;采取多种措施,抵制学术不端等对策;同时呼吁相关部门对作者单方面撤稿行为进行规范和制约。

Abstract:

[Purposes] This paper is to study the reason of authors’unilateral w ithdrawal ofmanuscripts before publication and put forward countermeasures.[Methods] Through analyzing five cases of the unilateral w ithdrawal from the scientific periodicals in recent years,deep reasons of the w ithdrawal behavior are discussed. [Findings] The w ithdrawalmanuscripts are classified into two categories：proper and improper conducts.Improper w ithdrawal behavior is suspected to be an academ icm isconduct,which should be resisted and reprimanded;properw ithdrawal conduct is authors’rights,which should be respected and protected.[Conclusions] Somemeasures and countermeasures are proposed as follows：defining dual responsibility of authors and the editorial department,and improving the w ithdrawalmechanism;intensifying propaganda and enhancing service awareness;taking variousmeasures and resisting against academic m isconduct.Moreover,it still remains a pressing problem for relevant departments to standardize and restrict the behavior of the unilateral w ithdrawal.
